Amal Makruf Nahi Mungkar

Saya ingin mengucap selamat berpuasa kepada semua penganut agama Islam.

Ini adalah surau/masjid kelima yang saya lawati dan berbuka puasa bersama penduduk di Kawasan Dewan Undangan Negeri Air Itam.

Sebelum itu, saya telah berbuka puasa bersama penduduk-penduduk di surau Kampung Melayu, Jalan Zoo, Kampung Shaik Yusof dan Desa Mawar.

Seperti yang diperhatikan oleh Saudara dan Saudari, pihak pejabat saya telah memasangkan beberapa banner di kawasan Air Itam khasnya di tempat tumpuan awam tentang mesej hari raya iaitu “Amal Makruf Nahi Mungkar”

Mesej ini ialah menyeru semua supaya berbuat baik dan pada masa yang sama jauhi daripada perbuatan buruk.

Saya menyeru semua lapisan masyarakat tanpa mengira agama, keturunan atau bangsa mengamalkan 'Amal Makruf Nahi Mungkar' jika mahu segala masalah seperti kadar jenayah, kecurian, rasuah dan penyelewengan dapat dikurangkan.

Adalah tidak cukup sekadar berbuat baik. Hendaklah juga kita jauhi daripada berbuat buruk ataupun kemungkaran. Adalah tidak cukup kita menjadi orang baik dan bisu terhadap gejala rasuah atau penyelewangan yang berlaku di sekitar kita.

Saya mengucapkan selamat hari raya aidil fitri dan maaf zahir dan batin.

积善除恶

我首先在这跟所有的回教徒说声斋戒月快乐.

今天是我在斋戒月内与亚依淡人民一起欢庆开斋的第五间回教堂. 之前我已到甘榜马来由, 动物园路, Kampong Shaik Yusof 及Desa Mawar 回教堂与回教徒们一起开斋.

最近大家是否发现, 本人服务中心已经在亚依淡区内挂上数条恭贺大家开斋节快乐的布条, 特别是在人民集聚的地方, 布条上的讯息是 “积善除恶”, 这讯息是希望大家多做善事, 不做坏事, 远离所有不好的东西.

我希望社会的所有阶层, 不分种族, 宗教, 都一样要 “积善除恶”, 一同对抗罪案, 已减低偷窃, 贪污等等.

做好事其实是不够的, 我们还需要远离罪恶, 我们不能对周遭的事情不闻不问 , 当个不哑巴的好人, 才可帮助协会降低犯罪率.

最后, 我在这里先恭祝大家开斋节快乐.

Majlis Buka Puasa at Kampung Melayu, Air Itam

JKKK Kampung Melayu organised a Majlis Buka Puasa and also giving out the hampers to the poor and needy. CM was the special guest. This is the first time in the history of Kampung Melayu, a Chief Minister visited the area.

ISA should be thrown into the historical dustbin

I was the first speaker in the Anti ISA forum organised by the Penang DAP. I said ISA should be thrown into the historical dustbin as it has outlived its purpose. ISA is inconsistent with the universal value on human rights, freedom and democracy.

黄汉伟：丢入历史垃圾桶

槟州行政议员黄汉伟指出，国阵领导层选择保留内安法令，主要是用于对付异议份子及民运人士，而在事实上，此法令早就应该被丢入历史的垃圾桶内。

他说，这是因为此法令已不符合讲究人权。民主及新闻自由的时代。

提升独中学术水准, 迈向教育专业化, 以超越改制国中

我感到非常的高兴受邀出席今天由钟灵独中主办的第一届“小六潜能启发生活营”. 这项生活营是让这些由小学升上中学的小六毕业生参加, 其主要目的是为了让学生们了解自己, 发挥潜能及调适心情迎向中学生涯.


初中阶段是孩子们学习的最重要阶段, 因为在这阶段, 孩子们正发展自己的学习方法, 思考能力, 所以孩子们应该在这阶段尽量的去学习新知识, 接触新事物. 我们的教育核心是“一个不能少”的平等精神, 坚持每一个小孩都公平受教.


芬兰是世界教育最成功的国家, 从制度实际到资源分配, 芬兰教育都是从平等出发, 六十万中小学生, 分布在四千间学校, 平均每间学校有150人, 一班人数不超过20人, 小班制度有利于“无一人落后”(no Child Left Behind), 在那里也没有贵族和平民学校之分, 无论你是不是来自富有家庭, 大家都接受同等的教育. 这就是芬兰教育的成功.


在欧洲国家, 他们青少年的世界观是很广阔的, 他们都把中学生当大人对待, 不但因为家长和学校愿意放手, 让他们从小学会独立生活与思考, 带他们行万里路体验世界, 并设计创意课程, 让他们认知不同的世界, 更重要的是相信他们. 虽然马来西亚育尚未有这样的成熟, 还是以传统教学为主, 不过我在今天的生活营上看到进步, 同学们都踊跃的参加生活营, 而在生活营中不只是玩游戏, 还包括分享会, 短片欣赏, 讲解和讲座会, 这也让孩子们勇于表达他们的看发, 发表他们的意见.


在北欧国家, 他们为了落实 “全球视野, 在地思维” (glocalization)的思考, 小孩们从八岁就开始学英文, 到高中必须修第二外国语, 一个大学生至少会说三种不同的语言. 我们身在多元种族的马来西亚, 从小就接触各族同胞, 三种语言对马来西亚人民来说非常普遍的, 有些人甚至会多达5种语言以上. 这就证明马来西亚拥有比别国更好的学习语言环境. 尤其是在现今社会, 中国是这世纪崛起的强国, 未来数十年都是属于中国的, 所以中文成了全世界最热门的语言, 很多西方国家家长都送自己的孩子们去学中文, 而马来西亚学生, 尤其独中生在这方面就比别国的学生占了优势, 独中生的中文程度甚至可媲美香港, 台湾等亚洲国家.


接受好的教育品质是每个人的基本人权, 即使是身心障碍的小孩, 也有权力接受好的教育. 教育的最终目标, 是培养学生成为一个文化人, 不只是在数学, 科学方面有能力, 在人格, 文化, 生命等各个面向也要均衡.


槟州政府透过本身的权限, 实现制度化拨款给州内独中的承诺, 每年将固定的从州政府财库中拨出100万零吉予槟州5所独中, 钟灵独中就是其中的一间. 独中每年都面对庞大的开支, 州政府希望以实际的行动, 帮助减轻州内独中的财务负担.


虽然100万零吉并不能够解决独中所有的经济问题, 不过, 我希望独中能提升学术水准, 迈向教育专业化, 以超越改制国中, 让更多的家长有信心把他们的孩子送进独中接受教育.

Lunch Treat for the inmates of Little Sister of the Poor, Air Itam

Persatuan Penduduk-Penduduk India Desa Mawar, Air Itam has organised a lunch treat for the inmates of Little Sister of the Poor, Air Itam. I was to grace the event and deliver a speech. I also called upon the Government to release all ISA detainees inclusive the Hindraf 5.

Penang DAP State Committee met on 13-9-08 at 1 pm has passed the following resolutions :

(1) To condemn the ISA arrests on Raja Petra Kamaruddin , Teresa Kok & Tan Hoon Cheng

(2) To call on the Federal Government to repeal the ISA and release the detainees　　

(3) Internal Security Act is a piece of draconian legislation as it involved detention without trial

(4) The detainees have to be given the opportunity to have full legal representations.

(5) If the police has any concrete evidence against them, they should be given the opportunity to defend their case in open court.

(6) The arrests are inconsistent with the universal value of freedom, democracy and freedom of the press.

Penang DAP will organize support and solidarity campaigns to protest against the ISA arrests – Candle Light Protest, signature campaign by DAP branches in Penang.

Penang DAP reaffirms its position to be continue in the forefront to uphold the freedom & democracy in this country.

Publicity Campaign for Preparation of Local Plan - Seberang Perai Selatan

District plan open for public input

THE public and non-governmental organisations are invited to give their views, suggestions and proposals on the South Seberang Prai (SPS) district local plan which is now open for public opinion.

State Town and Country Planning and Housing Committee chairman Wong Hon Wai said the publicity campaign launched last week would be available for viewing at the SPS district office or the Seberang Prai Municipal Council (MPSP) website.

“Any views or suggestions could be channelled to the government via filling up a form at the district office or through the MPSP website. The people have until Sept 8 to submit their views,” he said at the SPS district office yesterday.

Wong said the district’s focus would be in Batu Kawan and Bandar Tasik Mutiara in view of the upcoming second Penang bridge nearby.

“The plan is for the next 20 years and it will state the details for land usage and physical deve- lopment in SPS.

“Among the development issues addressed in the plan are the weak economic growth in the district, unorganised workshop activities, traffic congestions, pollution from breeding farms and landfills and flood problems,” he said, adding that the plan also addressed econo-mic, eco-tourism, environment and land issues.

While the local plan for SPS has just been unveiled, its neighbouring districts like Central Seberang Prai and North Seberang Prai are near completion, Wong said.

“The local plans for the two other districts are at advanced stage. Once they are completed, they will be submitted to the state planning committee before being endorsed by the state. We hope to complete them within a year.”

The SPS district, which encompasses an area of 24,334 hectare or 22.9% of Penang, has a
population of 150,000 people.

檳州城鄉策劃及房屋部委員會主席黃漢偉今早巡視威南縣的地方規劃及發展藍圖展時，呼吁民眾或非政府組織，踴躍前往參觀威南未來12年的發展大計，並積極提供寶貴意見，以更州政府得以更有效推行各項惠民的發展計劃。

他說，威南是檳州5個縣中，最后一個推展地方發展藍圖的縣，檳島的2個縣已成草擬工作，而威北及威中則在最后的草擬階段。

他強調，地方發展規劃及藍圖將影響整個區域未來發展的大計，與人民未來生活息息相關，因此，
大家應該在這為期15天的展示期間內，踴躍往了解自己地區的未來發展，及時提供本身意見。
他說，展覽大計旨在提供民眾一個與政府一起參與地方發展計劃的平台，讓民眾了解政府將在有關地區展開的各種計劃。

他說，任何人或團體若對有關藍圖有意見，可以通過既有的表格提出意見，或可以自行提呈完善的備忘錄或計劃書，以便在進行最后階段的草擬工作是加以考量。

他指出，威南縣佔檳州總面積的22.9%，但是人口稀少，而土地面積大，還有非常大的發展空間。
據了解，威南區目前的人口將近20萬，65.09%土地是農業地、21.28%是產業發展地、9.1%為水供地、4.53%森林區。

加強4大領域擺脫發展最慢排名

威南的農場因規劃不週，影響外界對當地的印象。威南地方規劃及發展藍圖，著重加強威南區的生產力、經濟發展、提升人民生活素質及資源管理，以擺脫檳州5個縣中發展最慢的縣區排名。
作為檳州第二大的縣區，威南佔檳州總面積的4份之一，土地大人口少是威南發展步伐比其他區慢半拍的因素之一，多年來州政府著重發展其他區域而忽略威南的發展也是導因之一。

然而，隨著毗連霹靂北部的北部經濟走廊及第二大橋在威南峇都交灣的落實，威南的未來發展可說是指日可待，只要一切按部就班進行，威南的經濟發展及人民生活水平必可直追他縣。
從目前正在威南縣署展示的2008-2010年威南縣地方規劃及發展藍圖中，可以窺見當局正努力朝改善地方既有問題，及以現有資源加強地方發展前進。

據發展藍圖列出的威南區規劃中所面對的問題包括：威南城市及鄉村經濟來源缺乏穩定性、小型工業沒有次序、威南城市及鄉村缺乏吸引力及城市形象不夠鮮、沿著大道旁的雞鴨農場影響外界對當地的印象、城市內的交通阻塞，及農場及垃圾場嚴重污染。

6 Small Projects in Air Itam

黄汉伟：改善民生　亚依淡进行6项小工程

As reported in Kwong Wah Yit Poh. I have executed 6 small projects in Air Itam for the past 6 months - resurface the road, change the underground pipe, reconstruct the drains etc.

（槟城11日讯）亚依淡区州议员黄汉伟新官上任6个月，在亚依淡区进行了6项小型工程，其中5项工程已完工，一项仍在进行当中，积极改善民生问题！
黄汉伟于周三召开记者会指出，他在上任的6个月来，在当地居民的反映下，已通过拨款的方式协助该区进行6项小型工程，尽力解民困。
也是槟州行政议员的他表示，该5项已完成的工程包括

1.修复及重铺天德园门牌2H号至3E号屋后小巷；
2.重建亚依淡巴刹部份沟渠；
3.重铺亚依淡巴刹至永华咖啡店道路；
4.填补甘榜比桑内的道路坑洞；
5.更换动物园路二巷的地下水管。

“至于尚未完成的工程，就是公民总校旁教堂前的水沟工程。由于相关地点较为低洼，而且只有一个小沟渠，所以豪雨来袭时，雨水就快速涌到马路上，这对驾驶人士相当危险。因此，我向工程部申请拨款，以扩建该水沟，扩建工程将耗时1周。”
6工程耗资6万

他提及，上述6个工程，大约耗资6万令吉。是日出席者包括天德园乡委会主席拉玛林甘、甘榜比桑乡委会委员李荣有。

Wong Hon Wai:

There are certain aspects of the state development plans, which are currently under scrutiny. Not everything is cast in stone.

If we need to amend the plans in order to meet the people’s expectations, we will do so.
Our guiding principle is CAT which stands for competency, accountability and transparency.

We’ll call on the industry players to get their feedback.

Penang has a vibrant civil society. The government has to balance the interests of the community at large and the future generation. We are currently formulating and regulating the housing policy. Our goal is to have quality and affordable housing.

We are also looking at five to six initiatives to relocate the squatters in several areas including Tanjung Tokong, Jelutong, Mak Mandin and Tasek Gelugor.

We have also initiated changes in the land policy. The processing of land applications is now faster than it used to be.

Of course there are bad apples among the developers. There are 26 abandoned projects in Penang. We are hoping that a white knight will come to the rescue.

For developments above 250ft above sea level, they have to go through the State Planning Committee, which will handle them on a case-by-case basis.
